David C. Namkung

David Namkung is a founder and managing partner at Clarity Partners, LLC. Mr. Namkung has 16 years of experience serving a broad range of clients that include Fortune 500 companies, public sector organizations, and first stage start-ups. He has worked in the public sector with the State of Illinois Governor’s Office of Management and Budget, City of Chicago, Chicago Public Library, Chicago Department of Transportation, Metra, Metropolitan Water Reclamation District, and DuPage County.

Mr. Namkung has also worked in the financial services industry serving giants Fidelity Investments, John Hancock, Merrill Lynch, Brown Brothers Harriman, and Allmerica Financial. Additionally, he consulted to two of the largest global professional services firms; Accenture and Deloitte & Touche. Mr. Namkung has assisted numerous start-up companies in developing their technology plans. In recognition of his management and technology expertise, three of these companies invited Mr. Namkung to serve on their boards of directors.

Prior to founding Clarity Partners, Mr. Namkung served as a partner at Vector Strategic Services, where he successfully managed the development of enterprise systems for both Accenture and Deloitte & Touche. Before Vector, he was an options market-maker for Gargoyle Strategic Investments in New York City. He also served as a senior consultant at Accenture.

Mr. Namkung graduated with honors from Carnegie Mellon University with a Bachelor of Science in Industrial Management with a double major in Economics. He has a NASD Series 7 and 63 license and was a registered options market-maker with the AMEX. Mr. Namkung is a member of the Board of Directors for the Asian American Action Fund of Greater Chicago, Hanul Family Alliance, where he serves as the President, and The Council of Korean Americans. Mr. Namkung is proficient in Korean and is an avid golfer.

Rodney S. Zech

Rodney Zech is a founder and managing partner at Clarity Partners. Mr. Zech has over 20 years of general business, management, legal, accounting, and consulting experience in both the public and private sectors. His consulting projects include planning, managing, and implementing medium and large general management and information technology projects covering several industries, including government, distribution, education, information technology, construction management, and real estate finance.

Mr. Zech specializes in IT strategy, project management, performance measurement, business process redesign, financial analysis, software and systems implementation, IT contracting, and operations assessments and improvements. He has successfully managed and directed over 75 management and IT consulting projects, with aggregate contract values in excess of $40 million, including five projects with budgets in excess of $1 million.

Prior to founding Clarity Partners, Mr. Zech served as a Principal and COO of Catalyst Consulting Group, where he successfully managed and directed over 50 consulting engagements with contracts valued at over $25 million. These projects included the successful completion of a large software development project for standardization of a state’s voter registration data, implementation of prototype kiosks that combined real-time public transit data with local tourism information to promote the use of public transit, and creation of the strategic plan and management of an $18 million year-2000 program for the third largest school district in the country.

In his career before Clarity, Mr. Zech worked as a senior tax consultant at KPMG Peat Marwick where he assisted clients with complex domestic and international tax issues. He also managed the Chicago offices of a shipping company, which he reengineered to significantly increase profitability and customer retention. Earlier, Mr. Zech worked as an assistant production manager for an agricultural firm and he also taught public speaking at the University of Illinois.

Mr. Zech graduated cum laude with a Juris Doctorate from the University of Illinois College of Law. He graduated with distinction from the University of Wisconsin with a Bachelor of Science in Agricultural Business Management. Mr. Zech is a licensed member of the Illinois Bar and a Certified Public Accountant.

Scott T. Hilkert

Scott Hilkert is the partner leading the IT Service Management practice at Clarity Partners. Mr. Hilkert has over 17 years of experience in project and program management, systems integration, software applications engineering, and product design. He has led and mentored teams of up to 25 professionals located in different geographies to deliver business value using current information technology.

He has deep public sector experience serving clients such as:  Illinois Board of Elections, Chicago Transit Authority, California Secretary of State, and Chicago Police. Mr. Hilkert is a PMI certified Project Management Professional (PMP) as well as an IT Service Management professional certified by ITIL.

Scott Hilkert presently leads Clarity’s Application Maintenance & Enhancements engagement for the Chicago Police Department. His multi-disciplined team there is responsible for developing new custom public safety software applications in addition to maintaining service levels on a portfolio of over 250 production applications.

For nine years prior, Mr. Hilkert served the Illinois Board of Elections as the managing principal consultant of its continuing program to implement a portfolio of state election management software applications. The elections program produced a series of interrelated multi-million dollar software system integration projects which Mr. Hilkert served hands-on in technical and analytical roles. His long term work for this client has been interspersed with comparatively shorter engagements for other clients and with his consulting practice development responsibilities.

Prior to his focus on public sector consulting, Mr. Hilkert served significant private sector clients including Siemens Medical Systems and a major manufacturer of casino gaming equipment. In his earlier career, Scott Hilkert was a product development manager and electrical engineer responsible for developing precision industrial controls. He is named on three patents relating to this work. Mr. Hilkert earned his Electrical Engineering (BSEE) degree from Purdue University, West Lafayette, IN with emphasis on computer engineering. 

Michael W. Cusick

Michael W. Cusick is a partner with Clarity Partners who focuses on state government operations and systems. He comes from a diverse background with over 25 years of experience in consulting, the practice of law, teaching, and business. For the past fifteen years, he has provided management consulting services to state and local public sector clients, across a broad range of solution areas.

Projects include data center consolidation, shared services design and implementation, strategic sourcing, IT cost takeout, state IT governance, organizational design, internal audit, QA, IV&V, PMO, vendor management, and RFP development, vendor selection, and contract negotiation.

Prior to joining Clarity Partners, Mr. Cusick served in Deloitte Consulting’s State & Local practice, continuing his extensive service to the State of Illinois. Representative clients include, the State of Illinois, Department of Human Services, the Department of Healthcare and Family Services, the Department of Corrections, the Department of Transportation, the Illinois State Police, the Department of Employment Security, Central Management Services, and the Governor’s Office of Management and Budget. In Chicago, he has delivered projects to the Chicago Transit Authority, the Chicago Public Schools, and the Metropolitan Water and Reclamation District.

Mr. Cusick holds a J.D. from Loyola University School of Law and a BA from the University of Notre Dame. He has served as an Adjunct Professor of Business Law at the Dominican University’s Brennan School of Business. Prior to entering the consulting field, Mr. Cusick practiced law and operated a Blockbuster Video Franchise for several years. He has an old golf bag which he does not use, and an old sailboat that he does.

Jim Flowers

Jim Flowers is a partner at Clarity Partners, who leads cloud implementation sales and delivery. His platform focus includes Workday, Salesforce, Oracle, and SAP Success Factors.  Mr. Flowers has over 25 years of experience in delivering complex information technology and management consulting projects. He has sold and delivered six large business transformations leveraging on premise and cloud solutions over his career as well as managed large sales and delivery teams with over 300+ members.

Mr. Flowers has developed thought leadership and methodologies for implementing cloud solutions for large enterprises, public sector, and higher education institutions.

Prior to joining Clarity, Mr. Flowers served as a practice leader and managing partner at Accenture, consulting services director at SAP Americas, partner at Infosys, and a senior executive at IBM. During these roles, he was responsible for managing consulting service practices and selling and delivering large transformation and outsourcing programs for the following functional areas: financials, human capital management and payroll, supply chain management, customer relationship management, and information technology.

Mr. Flowers has served in the project director role managing global teams implementing Oracle, Workday, Salesforce, SAP, PeopleSoft, and SCT Banner. He has implemented cloud and mobile solutions in various industries leveraging both onshore and offshore resources. Mr. Flowers was furthermore responsible for developing and implementing new sales methodologies for large software and services companies. He also established and managed strategic alliances and was responsible for expanding sales into new markets.

Mr. Flowers received an MBA from Ohio University, where he attended on a golf scholarship. He also taught golf during college and took a year off work to try to enter the big leagues. Mr. Flowers loves to play sports with his wife Mary and their three kids, Bella, Evie, and Luke. Mr. Flowers dreams of being a PGA or LPGA caddie for one of his kids when they make it on the golf tour.

Burak Pirgun

Burak Pirgun is a partner at Clarity Partners. He is an experienced leader of business transformation and technology programs for large Enterprise and Public Sector organizations. With over 15 years of experience in management consulting, he has successfully delivered more than 40 projects. Mr. Pirgun is experienced in managing large global consulting teams leveraging offshore and onshore delivery centers.    

Furthermore, Mr. Pirgun is highly skilled in architecting budget, planning, and analytics solutions to drive value for clients and deliver insights into the organization. He has worked with leading edge planning and budgeting platforms, including Hyperion, Anaplan and Cognos. Mr. Pirgun has worked across both public and commercial sectors including state and local governments, financial services, banking, insurance, higher education, manufacturing, and healthcare industries.

At Clarity Partners, Mr. Pirgun is leading the Enterprise Performance Management (EPM) Practice in North America and has established EPM Center of Excellence in Chicago. Prior to assuming his current role, Mr. Pirgun has served as the Vice President of EPM and business intelligence at Linium, a management and technology consulting firm. He was a senior principal at Accenture serving in the roles of Project Delivery Director and Quality Assurance Director for the Oracle Hyperion practice in the Accenture Strategy and Operations group.

His client portfolio included H. J. Heinz, Chicago Public Schools, Willis Towers Watson, Delphi Automotive, Marriott, Vodafone, UNUM Group, University of Michigan Healthcare System, Ascension Health, State Massachusetts and BAE. Currently, Mr. Pirgun is serving as the overall engagement delivery partner for the Cook County enterprise implementation of Hyperion.

Mr. Pirgun received his MBA at Columbia College and his Bachelor’s in Economics from Istanbul University in Turkey. In his spare time, he likes to build radio controlled cars, cook, and dive the world’s oceans and seas. 

David J. Zehner

Dave Zehner is a partner at Clarity Partners who runs the Trial Consulting Group. He is intimately involved in all aspects of the preparation and execution of the trial consulting research exercises of Clarity Partners. During his career, Mr. Zehner has consulted on more than 500 cases in 35 states and over 150 venues in all areas of the law.

He specializes in professional negligence, employment, intellectual property, white collar criminal, capital crimes and complex commercial cases. Mr. Zehner has assisted clients in selecting over 80 juries in venues throughout the country.

Prior to forming the Trial Consulting Division at Clarity Partners, Mr. Zehner was the Research Director for Donoghue & Associates, a small firm founded by one of the pioneers in the trial consulting profession. Mr. Zehner joined Donoghue & Associates shortly after its founding and during his thirteen years there was involved in all areas of its operations.

A graduate of the University of California at Berkeley with a degree in History and International Political Economies, Mr. Zehner was a University Fellowship recipient while earning his Master's degree from the University of Illinois at Chicago and ABD status for his PhD in the Public Policy Analysis Program.

Before becoming a trial consultant, Dave taught high school history for five years and coached the freshman and JV basketball teams. Dave also coached the Academic Decathlon team to three San Diego County championships and won fourth place finish in the state of California. Dave also appeared on “Jeopardy!”, and his crushing defeat was made even more enjoyable by being called “evil” by Alex Trebek for working as a jury consultant.

Kelly Tetterton

Kelly Tetterton is the Director of Web Experience at Clarity Partners. She is responsible for managing all the elements of a cohesive digital ecosystem, from web development and design through content strategy. Ms. Tetterton has over 20 years of experience developing and managing website projects across a broad spectrum of technologies, clients, and industries. She has worked with multiple proprietary and open source CMSs, with a focus on Drupal since 2007.

Ms. Tetterton has managed a number of accounts, ranging from the Chicago Park District website – including the CMS and its integrated program registration and ecommerce platform – to Metra Rail – making the heavily trafficked site responsive and adding new user-friendly features like real time train tracking. She is also in the process of implementing two Drupal websites for Cook County, branding a “family” of agency websites with an overall familiar look and feel.

Prior to joining Clarity Partners, Ms. Tetterton directed the re-platform of Built in Chicago, a community-based website acting as a communications center for Chicago’s start-up community, from Ning to Drupal. She also worked with the Cara Program, helping build a new site on Drupal’s open source CMS with a new design that engages potential donors and partners by humanizing content, as well as statistics throughout the site that clearly demonstrated the program’s success.

Ms. Tetterton lead a team of web development and design professionals to redesign and re-architect the Christian Science Monitor to support its new web-first publication initiative, with more than 10M page views/month upon launch and content migration of 25 years’ worth of publication data.

Sarah Sheehan

Sarah Sheehan serves as a director at Clarity Partners. She has extensive experience in the public sector with budgeting, financial management, and operations improvement. Ms. Sheehan has procurement and operations experience as a result of her management positions in city government. Her experience also includes assisting clients in ERP selection as well as training public sector clients on sound financial practices and policies.

Throughout her career, Ms. Sheehan has served as a Senior Budget Analyst and Procurement Officer at the City of Chicago, where she created and analyzed operating budgets, managed grant administration, and designed new revenue policies and procedures.

At Deloitte, Ms. Sheehan served as a Senior Consultant in the Public Sector Strategy and Operations department. In this role, she helped the State of Illinois move towards a shared HR and fiscal environment. For Cook County, Ms. Sheehan led a transition team to establish uniform position descriptions, labor relations, and resource needs for the newly elected president. She also led a transition team for the newly elected mayor of Chicago to review and analyze the City’s grants management project.

Ms. Sheehan received her MPP from the University of Chicago and her Bachelor’s in political science from University of Wisconsin-Madison. Outside of work, she fosters dogs from Chicagoland shelters and hangs out with her Shepherd mix Tucker.
